Celebrating its monarch's 99th birthday, the kingdom of Dowa is divided into 13 states, each with numerous agencies under the control of the massive ACCA organization. Jean Otus serves as the deputy leader of the inspection agency within ACCA, responsible for 10 team members stationed in each state with the central office located in the capital city. He and his team diligently track all ACCA activities across the kingdom, collating data from each state office and funneling it towards the central office. Jean frequently embarks on trips to the other districts to oversee personnel and ensure all operations are running smoothly.
