An epic science fiction tale of the battle between Ambassador Magma, the "rocket-man" created by the god-like creator of the earth known as "Earth," and the evil spaceman Goa unfolds before the eyes of newspaper writer Murakami Atsushi and his family. After Goa sends them 200 million years back in time and shows off his power by unleashing dinosaurs, he dares Murakami to report his plan to take over the earth. In the present, Mamoru is summoned by Magma, who takes him to meet Earth and creates three rocket-men to thwart Goa's ambitions. Armed with a special whistle to summon the rocket-men when he is in peril, Mamoru and his fearless allies engage in a fierce battle against Goa, who has already launched his invasion with the help of shape-shifting creatures called "Hitomodoki."
