During 200X, a detention center that was intended for distressed adolescents is uncovered as a government-controlled facility that is executing genetic trials aimed at producing high-level soldiers. Three new students enter the institution: Itsuki, who disguises herself as a boy to trace her vanished sibling; Mei, a quiet and mysterious young man; and Gentaro, a cheerful and impressionable boy. They challenge the center's rules and provoke an uprising among their classmates, setting off a tumultuous confrontation between the pupils and the administration.
