There are two volunteer groups in Karasugaoka that aim to prevent crime: "VOICE" and "Karasukai." These groups are headed by Sou Izuhara and Shinba Tetsuji, respectively, and are responsible for the east and west areas. Unfortunately, whenever they meet, the leaders often get into arguments and cannot seem to get along. Though Sou secretly admires Shinba - who once saved him when he was younger - his embarrassment leads him to insult Shinba instead of expressing his true feelings. Despite this tension, the two groups continue to work for the betterment of their community. Will Sou eventually find the courage to come clean and confess his feelings to Shinba?
