Ten years have passed since the Bakumatsu period, a time of conflict where citizens rose up against the oppressive Tokugawa shogunate to establish a peaceful and prosperous nation. However, even after the dawn of the Meiji era, tranquility has yet to be fully achieved. Despite the sword ban, death still plagues the streets, countless war veterans' children are left without guardians, and the government appears content with lining their own pockets.
Kenshin Himura, a wandering samurai, continues to fight for the values he risked his life for during the revolution. Having once been known as Hitokiri Battousai, the most savage killer among the freedom fighters, Kenshin now carries the burden of remorse and has sworn never to take another life. Nonetheless, he cannot rest until violence is eradicated for good.
In the eleventh year of the Meiji era, Kenshin encounters Kaoru Kamiya, the owner of a failing dojo. A man pretending to be Battousai is perpetrating murders in her dojo's name, and the authorities are incapable of intervening. Kenshin agrees to assist Kaoru in clearing their names, but he fears that his tumultuous past might catch up with him.
