Chinmi, who had become the Kempo master at Dairin temple in the previous "Kung-Fu Boy" series, found himself in a tough situation. He had lost contact with Kyorinji, a temple of the same sect, and was therefore dispatched to the Kanan Autonomous region to investigate. Accompanied by Pushin, a swordmaster he had met en route to Kanan, he attempted to enter the region but was attacked and chased by Border Police. In a bid to escape, they ended up being saved by a fisherman who helped them enter Kanan.
Once inside the region, Chinmi discovered that the people were living under harsh government oppression, and he made it his mission to free them using his Kempo skills. However, his plans were thwarted by Sorabi Boru, the Lieutenant of the Border Police, and Jirai, the evil king of Kanan.
