The Japanese people angered the mountain deities, resulting in a punishing consequence in the form of an owl named Minerva. Those who encounter the bird suffer a gruesome death with bloodshot eyes, except for a brave hunter named Uhei who attempted to confront it. Unfortunately, the American army confiscated the owl for scientific research, leaving Uhei unable to take it down.
Thirteen years later, an American warship crashes in Tokyo harbor, and the crew members are found dead with bloody eyes. The escaped owl is responsible for a rampant killing spree across the city. To stop the beast, the American government employs Delta Force and CIA to persuade Uhei for his expertise in hunting.
