Shindou has just been appointed as a fresh recruit for Tokki, also known as The Special Mobile Investigation Force. Upon completing his training, he finally sees the girl he had repeatedly dreamt about in the flesh, half-naked, and discovers she is a member of Tokko - better known as The Special Public Safety Task Force. Driven by the desire for revenge following his parents' deaths where the murderers dismembered their bodies, Shindou decides to join the aforementioned organization.
