One million people in Tokyo lost their memories when a white light descended upon the city center in 2038. The reason for the incident remains unknown and no cure has been discovered. The government built a separate city below Tokyo to house and provide for the victims, known as "KIDz," who must be reeducated on everything they once knew as they behave like children regardless of age. Noa Ikurumi resides in this isolated society, eagerly waiting for the opportunity to leave and explore the outside world. However, a terrorist takes Noa hostage and reveals shocking truths about his identity, dramatically altering his life once again.
