In response to the soaring crime rate during the third Toutoh empire, a law was introduced to alleviate the strain on the congested prisons, packed with convicts serving life sentences without parole. This law aimed to expedite trials and authorized the imposition of the death penalty on fugitives. Meanwhile, to apprehend these convicted criminals, a new law enforcement agency - the Special Executions police force - was instituted.
