As the number of people with ESP grows in the future, so do the potential positive and negative impacts on society. In response, the Japanese government creates the Base of Backing ESP Laboratory (B.A.B.E.L.), a specialized organization of espers responsible for handling situations that go beyond standard measures, such as cases involving espers involved in criminal activity. B.A.B.E.L. appoints Kouichi Minamoto, a young prodigy, to oversee the most powerful espers in the country - a trio of talented but mischievous 10-year-old girls dubbed "The Children." The pilot issue, titled Volume 1: Zettai Karen Children, introduces the series.
