During the early 2000s, there was a significant rise in both the frequency and severity of juvenile delinquency. Crimes varying from assault, robbery, sexual assault, to homicide had escalated out of hand, and though adults made a slew of substantial legislative changes, they could not alter the fundamentally dangerous tendencies of these offenders. In a bid to combat this growing menace, the A-Dogs were established to track down and neutralize the perilous youths that posed a serious threat to society's overall well-being. Captain Inukai leads this squad, with Tetsuro and Jackal serving as the elite soldiers who are expertly trained to eliminate any danger lurking in these troubled teens.
