For a long time, Kasuga Rito harbored a secret desire: to use his magical powers to make a positive impact on people's lives. However, before he could fulfill this wish, he needed to obtain greater magical abilities.
Rito is enrolled as a sophomore at Rezon Institute, a prestigious school designed to train individuals possessing unique magical talents to polish and refine their skills. To advance from the "Common" to the "Starlight" class, each student must attain a minimum of 100 points. Unfortunately, despite his best efforts, Rito, known as "the Eternal 99," has remained stuck at a measly 99 points.
So, in order to progress, Rito devises a new plan: he decides to befriend Scuse Fontana, a three-day exchange student from the Demon World, in hopes that she will provide him with some of her food. Word has it that consuming food from the Demon World can enhance a human's magical powers. Thus, he sneaks into the hotel holding the welcome party for the esteemed lady. However, Rito soon discovers that Scuse is actually absent from the event, leaving him feeling dejected. As a result, he heads to the back alley behind the hotel, where he stumbles upon a small dragon that latches onto his head and refuses to let go.
