Crime rates in Neo-Tokyo are on the rise, thanks to powerful super-drugs that enhance a person's mental and physical abilities. To counter this threat, Hajime Tsukomo, a rookie, has signed up with a federal task force determined to apprehend these enhanced criminals. His mission requires him to work in close cooperation with an inmate called Zeroichi, who identifies himself as a "Hanger." The two must collaborate to bring down these artificially enhanced wrongdoers, with the expectation that Zeroichi will receive a reduction in his prison sentence for his assistance.
