In a desperate attempt for help, a woman with an exceptionally high Crime Coefficient careened towards the Public Safety Bureau at breakneck speed. Despite her fear, she crashed her vehicle into the building, but struggled to articulate her plea due to her condition. The inspectors were only able to discern her name: Izumi Yasaka, a psychologist from the "Sanctuary" in Aomori Prefecture, the Isolation Facility for Latent Criminals.
To investigate the matter, Inspector Mika Shimotsuki tasked Enforcers Nobuchika Ginoza and Yayoi Kunizuka with transporting Yasaka back to rehabilitation and conducting a security check. However, they faced obstacles and Kunizuka was detained by the uncooperative staff. As they delved deeper, the detectives realized that the Sanctuary wasn't as secure as it claimed to be.
