As he traverses the war-ravaged regions of the Southeast Asian Union, Shinya Kougami embarks on a journey beyond Japan towards the Tibet-Himalayan Alliance Kingdom. In his travels, he crosses paths with Guillermo Garcia, commander of a peace-seeking paramilitary group, but respectfully declines his invitation to join their cause.
Kougami's martial proficiency captures the attention of a young girl named Tenzing Wangchuck, a Japanese-Tibetan descendant who tragically lost her parents during the war. Moved by Kougami's talent, Tenzing implores him to train her in combat so she can exact revenge on the perpetrator who murdered her parents.
Despite his conviction against taking life, Kougami's empathy for Tenzing motivates him to instruct her. However, their lessons are interrupted when Frederica Hanashiro from the Japanese Ministry of Foreign Affairs arrives to bring the stranded Japanese emigrants, including Tenzing, back to Japan and the Sibyl System.
