The Media Improvement Act was introduced by the Japanese government in 1989, which empowered MIA agents to regulate media outlets that posed a danger to society. Such agents were assigned the responsibility to monitor and prosecute individuals and groups that intended to utilize their right of free speech in the media. In reaction, certain regional authorities formed Library Freedom Act-based defense forces that were equipped with arms to protect libraries against MIA incursions. The battle between the MIA agents and library soldiers has continued to rage until the year 2019.
