Coerced into a covert mission, Leon, a distinguished soldier from Europe's militaristic society, was responsible for retrieving an ominous weapon named Tsugumi from the barren Japanese wasteland that had been abandoned for over two centuries. The weapon's destructive potential was so catastrophic that the planet preferred to bomb the archipelago atomically than see it deployed.
Regrettably, their efforts were stymied when their aircraft crashed, leaving Leon stranded in Tokyo Bay, alone and vulnerable. Hunger plagued him, and his energy diminished, yet all he had for protection was a single anti-radiation suit. Much to his amazement, he discovered that the city had more life than he had imagined.
