The city of Tokyo falls into the grasp of Panther Claw, a terrorist group, following their successful assault. Cutie Honey, a stunning android hero, comes to save the day but fails. In an attempt to protect herself, Cutie Honey assumes the role of a tutor and enrolls at St. Chapel Academy as a student, alongside Natsuko Aki, a government agent. Despite their new guise, Panther Claw and their mastermind pose a continued threat.
