Chiga, a highly strung member of the judo team, is perplexed when his classmate and teammate, Kokusai, is elected as the school's class president, leading him to doubt the validity of the election results. As expected, Kokusai selects Chiga as his running mate to serve as vice-president. Chiga is skeptical of how a lethargic individual like Kokusai managed to win the election. Chiga realizes that his principal job as the vice-president will involve keeping Kokusai out of trouble, but he questions if he has the ability to do so.
